<div><b>Body:</b> <div class="ExternalClass7416745C49094EEE911EA5704F1FFAA1"><p>The Palm Beach  County Commission on Ethics (COE) took the following action at its monthly  public meeting held on June 4, 2026. </p><p>The COE  approved two advisory opinions. The full opinions will be available on the  COE’s website within seven days at&#58;&#160; <a href="https&#58;//www.palmbeachcountyethics.com/coepub/">https&#58;//www.palmbeachcountyethics.com/coepub/</a>. </p><p><a name="_Hlk231476826"><strong><u>RQO  26-011</u></strong></a>&#58; A county employee asked if the Palm  Beach County Code of Ethics (Code) imposes any restrictions upon him if he were  to start a contracting business in his private capacity.<br>
  <strong>COE answer</strong>&#58; The Code does not prohibit him from  working as a contractor in his private capacity as long as he does not enter  into a contract or transaction with the county, either directly or indirectly,  including through a contract with a county vendor when the arrangement would  result in him providing goods or services to the county. The Code also  prohibits the use of county time, resources, software, or equipment for outside  employment or business activities. In addition, he must follow the guidance  outlined in the advisory opinion.</p><p><strong><u>RQO  26-012</u></strong>&#58; A county  employee asked if it would violate the Code if the non-profit organization of  which she is a board member accepts support from a county vendor in the form of  donated space and/or a sponsorship.<br>
  <strong>COE answer</strong>&#58; The Code would not be violated if the  non-profit organization of which she is a board member accepts donated space  and/or a sponsorship from a county vendor because the donation is being  provided to the organization rather than to her specifically, and there is no  indication that she used her position as a county employee to solicit, secure,  or influence the donation. <div class="description"><p class="description_content">Click to enlarge image.</p></div> </section></div></div><div class="news_body"><p>The Palm Beach County Water Utilities Department&#160;(PBCWUD) will be&#160;using licensed contractors to perform critical infrastructure upgrades, resulting in a temporary closure of northbound Lyons Rd. between New England Blvd. and Century Village Blvd. in Boca Raton.</p><p>Due to forecasted weather conditions and to ease traffic in the area, work originally scheduled to begin on Friday, June 5, 2026, has now been rescheduled to begin on Friday, June 12, 2026. The northbound Lyons Rd. lane closure in the Century Village area is now scheduled to begin on Friday, June 12, 2026, at 7 p.m., and to be completed on Monday, June 15, 2026, at 6 a.m.</p><p>With this temporary closure, through traffic and motorists with destinations north of New England Blvd. will be routed to detour west on Kimberly Blvd., north on State Road 7/US Highway 441, east on Yamato Rd., and then south on Lyons Rd. to reach their destination. Local residents of Century Village will be directed to enter the “south gate” of Century Village at Century Village Blvd. to continue to their residences. Digital indicators, safety devices, and visible work zone perimeters are in place to guide motorists (see illustration attached).</p><p>This work is ongoing as part of a multi-year, multi-phase water reclamation pipeline which is being installed to supply area communities with high-quality reclaimed water for their irrigation and landscape needs. Reclaimed water allows communities to irrigate their landscapes, golf courses and scenic waterways, and provides critical aquifer recharge through popular community recreation sites such as Green Cay and Wakodahatchee wetlands.</p><p>PBCWUD apologizes for the inconvenience and appreciates the community’s patience as this work is completed safely and efficiently.</p><p style="text-align&#58;center;">###</p></div></div></div></div>

Michelle Stallone, a visionary leader, advocate and community champion, founded the PinkBall Foundation, together with equally passionate “baseball moms,&quot; with a mission to empower individuals and strengthen communities through engagement, education and advocacy. While working as a mammography technologist at Boca Raton Regional Hospital, Michelle noticed far too many women were skipping critical breast cancer screenings simply because they couldn't afford them. Through the Pinkball Foundation, Michelle Stallone has demonstrated an unwavering commitment to creating a fund for screening and diagnostic mammograms and breast ultrasounds for women in our community who are uninsured or underinsured.&#160;​​<br></p></div></div></div></div>

Homeownership is an integral part of the American Dream, an individual owning the home in which they live, allowing them to become a permanent member of the community and have an asset to pass down to future generations. Palm Beach County recognizes that homeownership plays a critical role in strengthening families and offers a pathway to self-sufficiency, improved health and quality of life. Palm Beach County maintains partnerships with financial institutions, realtors, housing developers, counseling agencies, community housing providers and others to undertake collaborative actions to support affordable homeownership. Housing market conditions currently present challenges to affordability and a continuing need for affordable homes.&#160;​<br></p></div></div></div></div>

Jog Road in West Palm Beach, with options to participate virtually or via conference call for added convenience.</p><p style="font-weight&#58;400;">This month’s featured presentation will be delivered by Diane Andre, Deputy Director with the Palm Beach County Community Services Department (CSD). Ms. Andre will present “<em>Community Services&#58; Connecting Palm Beach County Residents to Resources</em>,” providing an overview of the programs and services available through CSD, including eligibility requirements and guidance on how residents can access available assistance.</p><p style="font-weight&#58;400;">The CSD serves as Palm Beach County’s primary safety-net agency, coordinating a broad range of programs and partnerships designed to help residents achieve stability and long-term self-sufficiency. For 25 years, the Mandir has served as a spiritual and cultural home for individuals and families, promoting the universal values of peace, compassion, unity, humility, devotion and selfless service through worship, education and community engagement. The Charmettes, Inc. was founded in Riviera Beach, Florida, in 1951 by Gwendolyn Baker Rodgers and Frankie Drayton Thomas with a mission of service, scholarship and civic engagement. For 75​ years, the Palm Beach County Chapter has made a positive impact through charitable giving, supporting cancer awareness and research, educational initiatives, youth development and mentorship, volunteerism, partnerships and programs that strengthen families and communities. The Charmettes, Inc. contributed more than $1.1 million to Howard University for cancer research, reflecting a commitment to the eradication of cancer and the promotion of health awareness.&#160;​<br></p></div></div></div></div>

Post-Traumatic Stress Disorder (PTSD) is a mental health condition that can develop after experiencing or witnessing traumatic events, affecting millions of Americans, including veterans, first responders, survivors of violence, abuse, accidents, natural disasters and other traumatic experiences. PTSD can impact individuals of all ages, backgrounds and walks of life, often affecting emotional well-being, physical health, relationships and quality of life. Increasing awareness and understanding of PTSD helps reduce stigma, encourages individuals to seek support and treatment and promotes compassion for those living with the effects of trauma. The West Palm Beach VA Medical Center provides critical mental health services, support programs and resources to veterans and their families, helping those affected by PTSD access care, healing and recovery.​​<br></p></div></div></div></div>

<div><b>Body:</b> <div class="ExternalClassB2D1F53FE462421E86627782E26115B3"><p>In order to deliver the highest-quality water to customers, Palm Beach County Water Utilities (PBCWUD) requires periodic line flushing and temporary treatment modifications. These modifications to the disinfection process are routine and an industry best practice as a precautionary measure to maintain drinking water quality.</p><p>From <strong>July 5 through July 25, 2026</strong>, PBCWUD will be using ‘free chlorine’ as opposed to chloramine for water treatment. <strong><em>This is only temporary and the water is safe to drink.</em></strong> PBCWUD drinking water treatment processes adhere to all regulatory and health department standards.</p><p>PBCWUD customers who use water for specialized purposes —such as fish, amphibian and reptile tanks; stores and restaurants with fish aquariums and holding tanks for fish and shellfish; along with hospitals, blood/dialysis clinics or users of home dialysis equipment — may need to take action to maintain appropriate water quality during this temporary modification period. These customers are advised to seek professional guidance for removing chlorine residuals.</p><p>For all other customers, no precautions are needed. It’s recommended that customers who are sensitive to this change keep an open container of drinking water refrigerated for a few hours to allow the chlorine to naturally dissipate.</p><p><em>This process will not affect customers in Belle Glade, Pahokee, and South Bay. </em></p><p>Customers needing more information on this temporary change are advised to call PBCWUD at <strong>(561) 740-4600</strong> and select option #1.</p><p style="text-align&#58;center;">###</p></div></div>

This full-scale exercise will simulate a major hurricane approaching from the Atlantic that results in a Palm Beach County landfall. <div><b>Body:</b> <div class="ExternalClassB46F70524A3742728722F15C19C0A1D5"><p style="font-weight&#58;400;">The Palm Beach County Library System has been honored by the Florida Library Association (FLA) with an award celebrating exceptional creativity and innovation in Library programming. FLA promotes statewide excellence in libraries through advocacy and opportunities for professional development. The Library system received the 2026 Innovative Program or Service award for the annual “I Read Dead People” haunted Library experience.</p><p style="font-weight&#58;400;">In the fall of 2023, the Acreage Branch was transformed into the writing quarters of deceased authors. Library staff from across the system came together to become “ghostly” performers who recounted their scariest tales. Ray Bradbury read an excerpt of “The Veldt,” Daphne du Maurier performed “The Birds,” Edgar Allen Poe regaled with “The Raven,” Mary Shelley read from “Frankenstein,” and Shirley Jackson recounted parts of “The Haunting of Hill House.” Library members moved in groups from room to room to hear each story.</p><p style="font-weight&#58;400;">This spooky event runs every fall at the Acreage Branch and the Lantana Road Branch. This immersive theatrical experience combines literature and performance, enticing visitors to enjoy the library in a whole new way. Local residents of Century Village will be directed to enter the “south gate” on Century Village Boulevard to reach their residences.
