​Plan Submittal

Plans are submitted to Palm Beach County Water Utilities Department (PBCWUD) – Plan Review Section

  • First Submittal Should Consist of:
  • Potable Water/Wastewater/Reclaime​​d Water Plans (2 sets)
  • Plan Review Fee (minimum $750.00-total fee based on Dwelling Units/ERCs at first review;refer to PBCWUD Uniform Policies and Procedures Manual-Chapter 6:Fees;Subsection 6.2 Plan Review and Inspection Fees)
  • Paving/Drainage Plans (1 set as applicable)
  • Landscaping Plans (2 sets as applicable)
  • Fire Marshall Approved Plans (1 set as applicable-approved by the Fire Marshal Office having jurisdiction for subject property)
  • Proposed Preliminary Plat (1 set as applicable)
  • Proposed Off-Site Utility Easement(s)​ (1 set as applicable)
  • Florida Department of Environmental Protection (FDEP) /Palm Beach County Health Department (PBCHD) Water/Wastewater  Application Forms (2 sets as applicable)
  • Lift Station (Public or Private)Calculations with PBCWUD Tie-In Pressure Letter (2 sets)
  • Confirmation of a PBCWUD Standard Development Agreement Process Started-Utility Concurrency Request Form (UCRF) (as applicable)

Review and Approval

Plans reviewed and returned with comments to Engineer of Record,with corrections made by Engineer. Then revisions submitted back to PBCWUD Plan Review for review, Process is repeated/continued  until Plans are approved!

Engineer obtains applicable permits

  • Palm Beach County Health Department(PBCHD)/Florida Department of Environmental Protection(FDEP)
  • Lake Worth Drainage District Right-of-Way Permit
  • Palm Beach County Land Development Utility Permit
  • Florida Department of Transportation (FDOT)
  • South Florida Water Management District / Other Improvement District Permits asapplicable

Pre–Construction Meeting

Engineer submits a "pre–constru​ction package" consisting of all required items reflected ontheproject's pre-construction checklist. The PBCWUD Plan Review team will provide the relevant checklist for your project type:

  • Construction Cost Estimate for PBCWUD owned facilities
  • Inspection Fee (5% of cost estimate)
  • Shop Drawings
  • Shop Specifications (Approved Materials List)
  • Copies of Contractor's license
  • Copies of any applicable permits​

Meeting is scheduled

Construction begins

All utility work inspected and approved by a PBCWUD Construction Inspect​or and /or Coordinator.

Project Close-Out

 Refer to PBCWUD Minium Design and Construction Standards – Section 6 Project Completion. The following is a list of items that may be required by Plan Review (as applicable):​

  • Record (aka As-Built) drawings – hard copies (2 sets) and electronic files on CD or flash drive
  • Manhole, Valve and Hydrant Data List (2 sets)
  • Fire Hydrant Fire Flow Tests (1 set by Fire Marshal Office having jurisdiction)
  • Corrosion Barrier System (public manholes and lift station structures) test certifications (1 set)
  • Recorded Plat (1 set)
  • Recorded PBC Utility Easement (1 certified copy)
  • PBC Utility Easement Title Policy (1 original executed copy)​
  • Written confirmation (e.g. email) from each agency that all utility work associated with their permit was completed to their satisfaction
  • Bill of Sale, Attachment to Bill of Sale and Owner's Affidavit (1 executed original copy) 
  • Indemnity Agreement for processing by WUD (1 executed original copy with exhibits)​​​
  • PBC Health Department Certification (referenced Health Department Certification below)​

    Wastewater Private Lift Station Start Up
    Wastewater Conditional Final Inspection
    Wastewater Final Inspection
    Reclaimed Water Pressure & Leakage Test
    Reclaimed Water Punch List
    Reclaimed Water Conditional Final Inspection
    Reclaimed Water Final Inspection 

Health Department Certification (as applicable)

  • FDEP “Construction Water Only" Certification of Completion (part of the PBCWUD required two-step potable water certification process) 
  • FDEP Final Water and/or Wastewater Certification of Completion
  • PBC Health Department Water Certification of Completion (required for private water service lines 2-inches or larger over 100 feet in length) (PBCWUD Construction Water Only two-step process may apply) 

​Water Meter and/or Fire Line being released(as applicable)

  • Price Quote received from PBCWUD Contract Management Department for applicable Connection/Installation Fees
  • Applicable Fees can be paid once all applicable Plan Review approvals have been set
  • All applicable approvals are set by Plan Review, Inspections and Contract Management in the Development and Tracking System (i.e. DTS)
  • Work order is generated for service installation by PBCWUD Operations and Maintenance Department
  • Work completed with customer receiving service.​
